Florida Cities Offer Sewer Connection Assistance

Many Cities throughout Florida participate in the State Housing Initiatives Partnership (SHIP) to fund and administer the Sewer Connection Assistance Program. The program assists eligible homeowners who live in neighborhoods impacted by the City’s septic to central sewer system program. The funds may be used to pay costs associated with connection to the sewer system, including:  City impact fees, City special assessment fees, private plumber sewer system connection fees. Up to $12,000 per housing unit is available, in the form of a deferred payment, zero percent interest loan secured by a mortgage on the property. Loans will be forgiven in full after the completion of a seven-year term. Residence must be owner-occupied.  Residence must be a single family home in a neighborhood which is being converted from septic to sewer by the City. Assessed value of the residence cannot exceed $386,202. The applicant household cannot have assets exceeding $25,000. This includes cash, stocks, bonds, investment accounts and real estate (excluding the primary residence). Qualified retirement accounts must be disclosed by applicants and verified but will not be included in the $25,000 asset cap. The homeowner must execute a contract with a licensed plumber and connect within six months of the assessment in order for the connection fees to be paid by SHIP funds. Once this has been done, SHIP funds will also be used to pay the City’s impact and special assessment fees. Contractor Licensure Guidelines in Florida

If you’re interested in becoming a licensed contractor in Florida, there are certain guidelines to follow on the pathway to your licensure.  In Florida, there are two types of  licenses available: certified and registered.  Certified licenses allow you to work as a contractor anywhere in Florida. Registered licenses are limited to certain local jurisdictions and only allow you to work in the cities or counties where you hold a certificate of competency. Keep in mind, a plumber’s license is a different license than that obtained by a contractor. A Florida plumbing license is issued by the locality in which the plumber wants to work. If you are going to perform plumbing work for pay in Florida, two licenses are involved: 1) the license held by the contractor, and 2) the license held by the plumber. The contractor is the one with the legal right to perform work for hire. The plumber is the one who is actually performing the plumbing work. The plumber is either an employee of the contractor or may be the contractor themselves. The individual counties in Florida (not the state) issue Florida plumbing licenses to plumbers and the licenses are good for two years. There are a variety of apprentice training programs in Florida that are offered in conjunction with various technical schools, builder’s associations, community colleges and the Florida Department of Education. The City of Cocoa Uses Asset Management for Improved Water Quality

The City of Cocoa and its Utility Department has approximately 17,000 residents and has implemented an effective change in how it manages the underground infrastructure.  The utility is focusing on a proactive strategy: thoroughly taking stock of the water distribution system’s conditions, systematically setting priorities for repairing or replacing the lines, valves and other assets, and better deploying manpower and technology to get the job done. City officials have been willing to preside over increasing budgets for both operations and capital improvements, approving bond issues as well as rate increases of about 5 percent per year to cover the rising costs. The City has had a wealth of knowledge when it comes to sewer infrastructure and it is currently being used at its best capacity. Cocoa’s water system began growing when the city started taking over water service for nearby communities with declining well-water quality in the 1950s. Nearby Air Force facilities needed water, which created an opportunity to extend service to the coast and establish better-quality wells. After the National Aeronautics and Space Administration established the national space program’s primary launch site at Cape Canaveral, the system continued to expand. Recently, a series of assessments were required to uncover the functionality of a 280-square-mile service area. The area was divided into four quadrants, and the survey team tested and exercised nearly all of the 20,400 inline valves and 6,000 hydrants, identifying those needing repairs or replacement. Four percent of the fixtures needed major repairs that could be completed immediately. The utility also recently completed replacement of 4,500 feet of 8-inch water main in Cocoa Beach.
